I would suggest that dog owners pony up about $12 and order the following from Amazon; "How To Afford Veterinary Care Without Mortgaging the Kids." A most interesting little book written by a veterinary doctor from MN.
Another recommendation is to look up the Animal Protection League. They offer several vaccinations at a much reduced cost. With our 3 Dachshunds the vaccination bill, along with the office fee, comes to about $250. We took them to the APL and walked out after paying $60. Insurance or no insurance that saved me about $200 in 20 minutes.
The book suggests several other cost cutting things to do. Of course, in the event of a serious or suspicious affliction one must and should seek veterinary help.

I purchased pets best insurance with the wellness plan covering all shots and either spade or neutering the first year for a puppy. They sent out a check to me the following day and I received it 3 days after bringing my puppy for his shots, check up, 6 months of flea and tick, and 6 months of heart worm meds. The bill was $300 and $150 of it was sent to me with only an initial $45 payment for the insurance itself. I am ahead by $100 so far to date. In other words the next two months of insurance is free if you consider the amount they reimbursed. I will be getting my puppy neutered in the spring. 90% is covered. At that time, my wellness will drop if I wish my monthly payments to reduce to $25 vs the $45. He will be covered up to $42,000 in his lifetime and up to $2500 per incident should an emergency happen all for $25 a month! Its worth it to me so I have peace of mind. PETS BEST is a part of AETNA Insurance Co. so they are reliable.

I tend to treat most of my animals at home so I don't have to really worry about paying any vet bills.
